5	6		WHEREAS, Rogelio Rivera of Laredo has deservedly been named
6		-	the 2015 Engineer of the Year by the Gateway
7		-	Chapter of the Texas
	7	+	the 2015 Engineer of the Year by the Gateway Chapter of the Texas
8	8		Society of Professional Engineers; and
9	9		WHEREAS, A native of Laredo, Mr. Rivera served his nation for
10	10		six years as a member of the United States Army, and he prepared for
11	11		his career by earning a degree in civil engineering from Texas A&M
12	12		University in 1967; and
13	13		WHEREAS, After taking his first engineering job at Chicago
14	14		Bridge and Iron, Mr. Rivera returned to his hometown in 1972 and was
15	15		employed as a project engineer at Paul Garza & Associates, a role in
16	16		which he was responsible for the design and construction management
17	17		of infrastructure improvements, including street, drainage, and
18	18		water distribution projects; he went on to work for 16 years as an
19	19		assistant city engineer for the City of Laredo, and he was promoted
20	20		to his present post of city engineer in 1994; and
21	21		WHEREAS, In that important role, Mr. Rivera supervises a
22	22		staff of 28 people and oversees the engineering and construction of
23	23		the city's capital improvement projects; his department is also
24	24		responsible for ensuring that engineering, architectural, and
25	25		construction inspections of public infrastructure and subdivision
26	26		development are in compliance with city and state regulations; over
27	27		the course of his 37-year tenure in public service, he has played an
28	28		integral part in engineering such notable city landmarks as the
29	29		Laredo Energy Arena, the World Trade International Bridge, the
30	30		Laredo-Colombia Solidarity International Bridge, the Uni-Trade
31	31		Stadium, the Laredo International Airport, the James and Maria
32	32		Luisa Haynes Recreation Center, and the El Metro Transit Center,
33	33		among many others; and
34	34		WHEREAS, In all of his endeavors, Mr. Rivera enjoys the love
35	35		and support of his wife, Nelly, and their three children, Celina,
36	36		Cynthia, and Xavier; and
37	37		WHEREAS, Through his skill, vision, and sustained commitment
38	38		to excellence, Rogelio Rivera has contributed greatly to his
39	39		profession for nearly a half-century, and his achievements will
40	40		continue to benefit Laredo and the State of Texas for many years to
41	41		come; now, therefore, be it
42	42		RESOLVED, That the House of Representatives of the 84th Texas
43	43		Legislature hereby congratulate Rogelio Rivera on being named the
44	44		2015 Engineer of the Year by the Gateway Chapter of the Texas
45	45		Society of Professional Engineers and extend to him sincere best
46	46		wishes for continued success; and, be it further
47	47		RESOLVED, That an official copy of this resolution be
48	48		prepared for Mr. Rivera as an expression of high regard by the Texas
49	49		House of Representatives.
