H.R. No. 2772 R E S O L U T I O N WHEREAS, Rogelio Rivera of Laredo has deservedly been named the 2015 Engineer of the Year by the Gateway Chapter of the Texas Society of Professional Engineers; and WHEREAS, A native of Laredo, Mr. Rivera served his nation for six years as a member of the United States Army, and he prepared for his career by earning a degree in civil engineering from Texas A&M University in 1967; and WHEREAS, After taking his first engineering job at Chicago Bridge and Iron, Mr. Rivera returned to his hometown in 1972 and was employed as a project engineer at Paul Garza & Associates, a role in which he was responsible for the design and construction management of infrastructure improvements, including street, drainage, and water distribution projects; he went on to work for 16 years as an assistant city engineer for the City of Laredo, and he was promoted to his present post of city engineer in 1994; and WHEREAS, In that important role, Mr. Rivera supervises a staff of 28 people and oversees the engineering and construction of the city's capital improvement projects; his department is also responsible for ensuring that engineering, architectural, and construction inspections of public infrastructure and subdivision development are in compliance with city and state regulations; over the course of his 37-year tenure in public service, he has played an integral part in engineering such notable city landmarks as the Laredo Energy Arena, the World Trade International Bridge, the Laredo-Colombia Solidarity International Bridge, the Uni-Trade Stadium, the Laredo International Airport, the James and Maria Luisa Haynes Recreation Center, and the El Metro Transit Center, among many others; and WHEREAS, In all of his endeavors, Mr. Rivera enjoys the love and support of his wife, Nelly, and their three children, Celina, Cynthia, and Xavier; and WHEREAS, Through his skill, vision, and sustained commitment to excellence, Rogelio Rivera has contributed greatly to his profession for nearly a half-century, and his achievements will continue to benefit Laredo and the State of Texas for many years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby congratulate Rogelio Rivera on being named the 2015 Engineer of the Year by the Gateway Chapter of the Texas Society of Professional Engineers and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Rivera as an expression of high regard by the Texas House of Representatives.
