| 5 | 6 | | WHEREAS, John Bass is retiring as executive director of |

| 6 | 7 | | Education Service Center Region 16 on August 31, 2015, concluding |

| 7 | 8 | | an exemplary tenure with the agency that has spanned nearly two |
|---|
| 8 | 9 | | decades; and |
|---|
| 9 | 10 | | WHEREAS, An educator and administrator with more than 30 |
|---|
| 10 | 11 | | years of experience, Mr. Bass has served as executive director |
|---|
| 11 | 12 | | since 2004; he joined the service center in 1996 as director of |
|---|
| 12 | 13 | | instructional services, and the following year he was appointed |
|---|
| 13 | 14 | | deputy executive director; and |
|---|
| 14 | 15 | | WHEREAS, While carrying out his myriad responsibilities, |
|---|
| 15 | 16 | | Mr. Bass has served public education in numerous leadership roles; |
|---|
| 16 | 17 | | at the national level, he has chaired the AESA Business Relations |
|---|
| 17 | 18 | | Committee and served the Association of Education Service Agencies |
|---|
| 18 | 19 | | as a member of the Executive Council and Foundation Committee; and |
|---|
| 19 | 20 | | WHEREAS, This dynamic Texan also chaired the Commissioner's |
|---|
| 20 | 21 | | Cabinet for the state's 20 Regional Education Service Centers, and |
|---|
| 21 | 22 | | he further benefited the cabinet as a member of the Governmental |
|---|
| 22 | 23 | | Relations Committee; moreover, he developed the required Third |
|---|
| 23 | 24 | | Party Client Satisfaction Survey for ESCs, which has now been in use |
|---|
| 24 | 25 | | since 2004, and he is a former member of the Texas Education Agency |
|---|
| 25 | 26 | | Management and Services Audit Committee; and |
|---|
| 26 | 27 | | WHEREAS, A native of Stratford, Mr. Bass holds a bachelor's |
|---|
| 27 | 28 | | degree from Panhandle State University and a master's degree in |
|---|
| 28 | 29 | | educational administration from Tarleton State University; he |
|---|
| 29 | 30 | | worked for the Stratford Independent School District as a special |
|---|
| 30 | 31 | | education aide and bus driver before becoming a high school math |
|---|
| 31 | 32 | | teacher and coach; following stints in the Tulia and Sanford-Fritch |
|---|
| 32 | 33 | | districts, he joined Mart ISD, where he was a high school principal |
|---|
| 33 | 34 | | and then superintendent; he went on to serve as superintendent of |
|---|
| 34 | 35 | | the Plemons-Stinnett-Phillips Consolidated Independent School |

| 35 | 36 | | District from 1994 to 1996; and |
|---|
| 36 | 37 | | WHEREAS, John Bass has provided ESC Region 16 with |
|---|
| 37 | 38 | | outstanding leadership, and as he prepares to embark on the next |
|---|
| 38 | 39 | | exciting chapter of his life, it is indeed fitting to recognize his |
|---|
| 39 | 40 | | many contributions; now, therefore, be it |
|---|
| 40 | 41 | | RESOLVED, That the House of Representatives of the 84th Texas |
|---|
| 41 | 42 | | Legislature hereby congratulate John Bass on his retirement as |
|---|
| 42 | 43 | | executive director of Education Service Center Region 16 and extend |
|---|
| 43 | 44 | | to him sincere best wishes for the future; and, be it further |

| 44 | 45 | | RESOLVED, That an official copy of this resolution be |
