H.R. No. 2909 R E S O L U T I O N WHEREAS, John Bass is retiring as executive director of Education Service Center Region 16 on August 31, 2015, concluding an exemplary tenure with the agency that has spanned nearly two decades; and WHEREAS, An educator and administrator with more than 30 years of experience, Mr. Bass has served as executive director since 2004; he joined the service center in 1996 as director of instructional services, and the following year he was appointed deputy executive director; and WHEREAS, While carrying out his myriad responsibilities, Mr. Bass has served public education in numerous leadership roles; at the national level, he has chaired the AESA Business Relations Committee and served the Association of Education Service Agencies as a member of the Executive Council and Foundation Committee; and WHEREAS, This dynamic Texan also chaired the Commissioner's Cabinet for the state's 20 Regional Education Service Centers, and he further benefited the cabinet as a member of the Governmental Relations Committee; moreover, he developed the required Third Party Client Satisfaction Survey for ESCs, which has now been in use since 2004, and he is a former member of the Texas Education Agency Management and Services Audit Committee; and WHEREAS, A native of Stratford, Mr. Bass holds a bachelor's degree from Panhandle State University and a master's degree in educational administration from Tarleton State University; he worked for the Stratford Independent School District as a special education aide and bus driver before becoming a high school math teacher and coach; following stints in the Tulia and Sanford-Fritch districts, he joined Mart ISD, where he was a high school principal and then superintendent; he went on to serve as superintendent of the Plemons-Stinnett-Phillips Consolidated Independent School District from 1994 to 1996; and WHEREAS, John Bass has provided ESC Region 16 with outstanding leadership, and as he prepares to embark on the next exciting chapter of his life, it is indeed fitting to recognize his many contributions; now, therefore, be it RESOLVED, That the House of Representatives of the 84th Texas Legislature hereby congratulate John Bass on his retirement as executive director of Education Service Center Region 16 and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Bass as an expression of high regard by the Texas House of Representatives.
