| 5 | 6 | | WHEREAS, Dr. Kay Waggoner, superintendent of the Richardson |

| 6 | 7 | | Independent School District, was named one of the Outstanding Women |

| 7 | 8 | | of Today by Altrusa Richardson on October 31, 2014, and this |

| 8 | 9 | | achievement indeed merits special recognition; and |
|---|
| 9 | 10 | | WHEREAS, Altrusa International, Inc., is a nonprofit |
|---|
| 10 | 11 | | organization dedicated to the betterment of local communities |
|---|
| 11 | 12 | | through leadership, partnership, and service; the Altrusa |
|---|
| 12 | 13 | | Richardson club hosts an annual luncheon to recognize honorees from |
|---|
| 13 | 14 | | six categories as Outstanding Women of Today; recipients of the |
|---|
| 14 | 15 | | award come from a variety of backgrounds and experiences, but they |
|---|
| 15 | 16 | | have all shown dedication, integrity, and a commitment to |
|---|
| 16 | 17 | | excellence in their careers and communities; and |
|---|
| 17 | 18 | | WHEREAS, For more than three decades, Dr. Waggoner has |
|---|
| 18 | 19 | | devoted herself to public education; in addition to working as a |
|---|
| 19 | 20 | | teacher, she has spent 26 years in administrative positions, most |
|---|
| 20 | 21 | | recently serving as the superintendent of Richardson ISD since |
|---|
| 21 | 22 | | 2010; active in a number of professional organizations, she has |
|---|
| 22 | 23 | | been a member of the governing board of the American Association of |
|---|
| 23 | 24 | | School Administrators and worked with the Texas School Alliance; |
|---|
| 24 | 25 | | she currently serves as first vice chair of the University |
|---|
| 25 | 26 | | Interscholastic League Legislative Council; and |
|---|
| 26 | 27 | | WHEREAS, Dr. Waggoner earned her bachelor's and master's |
|---|
| 27 | 28 | | degrees from Stephen F. Austin State University and went on to |
|---|
| 28 | 29 | | attain her doctorate as part of the Cooperative Superintendency |
|---|
| 29 | 30 | | Program at The University of Texas at Austin; in all her endeavors, |
|---|
| 30 | 31 | | she enjoys the love and support of her husband of 34 years, Rick; |

| 31 | 32 | | and |
|---|
| 32 | 33 | | WHEREAS, Texas is fortunate to have capable and engaged |

| 33 | 34 | | educators like Dr. Kay Waggoner, whose contributions have made a |
|---|
| 34 | 35 | | positive difference in the lives of countless Richardson ISD |

| 35 | 36 | | students; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 84th Texas |

| 37 | 38 | | Legislature hereby congratulate Dr. Kay Waggoner on being named one |

| 38 | 39 | | of the 2014 Outstanding Women of Today by Altrusa Richardson and |
