H.R. No. 723
R E S O L U T I O N
WHEREAS, Dr. Kay Waggoner, superintendent of the Richardson
Independent School District, was named one of the Outstanding Women
of Today by Altrusa Richardson on October 31, 2014, and this
achievement indeed merits special recognition; and
WHEREAS, Altrusa International, Inc., is a nonprofit
organization dedicated to the betterment of local communities
through leadership, partnership, and service; the Altrusa
Richardson club hosts an annual luncheon to recognize honorees from
six categories as Outstanding Women of Today; recipients of the
award come from a variety of backgrounds and experiences, but they
have all shown dedication, integrity, and a commitment to
excellence in their careers and communities; and
WHEREAS, For more than three decades, Dr. Waggoner has
devoted herself to public education; in addition to working as a
teacher, she has spent 26 years in administrative positions, most
recently serving as the superintendent of Richardson ISD since
2010; active in a number of professional organizations, she has
been a member of the governing board of the American Association of
School Administrators and worked with the Texas School Alliance;
she currently serves as first vice chair of the University
Interscholastic League Legislative Council; and
WHEREAS, Dr. Waggoner earned her bachelor's and master's
degrees from Stephen F. Austin State University and went on to
attain her doctorate as part of the Cooperative Superintendency
Program at The University of Texas at Austin; in all her endeavors,
she enjoys the love and support of her husband of 34 years, Rick;
and
WHEREAS, Texas is fortunate to have capable and engaged
educators like Dr. Kay Waggoner, whose contributions have made a
positive difference in the lives of countless Richardson ISD
students; now, therefore, be it
RESOLVED, That the House of Representatives of the 84th Texas
Legislature hereby congratulate Dr. Kay Waggoner on being named one
of the 2014 Outstanding Women of Today by Altrusa Richardson and
extend to her sincere best wishes for continued success; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Waggoner as an expression of high regard by the
Texas House of Representatives.
