The bill would amend the Election Code to permit counties to participate in a program, operated by the Secretary of State, relating to certain military voters on active duty overseas to cast a ballot electronically.The Secretary of State indicates that any costs associated with the bill could be absorbed within the agency's existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2015. Local Government Impact It is assumed that a county would desire to participate in the program only if the funds are available.
