55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the implementation of a traffic light
88 synchronization program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The Texas Department of Transportation, in
1111 coordination with the Texas A&M Transportation Institute, shall
1212 conduct a study regarding the costs and benefits of implementing a
1313 traffic light synchronization program similar to the Traffic Light
1414 Synchronization II Program that was implemented in this state by
1515 the Texas Department of Transportation.
1616 (b) The study shall address:
1717 (1) the benefits of using closed-loop control systems
1818 versus time-based control systems to synchronize traffic lights;
1919 (2) potential changes in fuel consumption and traffic
2020 congestion that could result from traffic light synchronization;
2121 and
2222 (3) potential environmental impacts of traffic light
2323 synchronization, including any potential reduction in pollution
2424 levels.
2525 (c) As part of the study, the Texas Department of
2626 Transportation shall compile new data regarding the intersections
2727 in the cities that participated in the Traffic Light
2828 Synchronization II Program and review the data to analyze the
2929 efficiency and synchronicity of these intersections.
3030 (d) Not later than October 1, 2016, the Texas Department of
3131 Transportation shall issue a report on the study required under
3232 this section to the governor, the lieutenant governor, the speaker
3333 of the house of representatives, and the appropriate standing
3434 committees of the house of representatives and the senate.
3535 (e) This Act expires September 1, 2017.
3636 SECTION 2. This Act takes effect immediately if it receives
3737 a vote of two-thirds of all the members elected to each house, as
3838 provided by Section 39, Article III, Texas Constitution. If this
3939 Act does not receive the vote necessary for immediate effect, this
4040 Act takes effect September 1, 2015.
