8 | 8 | | by limiting, reducing, simplifying, or eliminating certain |

9 | 9 | | processes and procedures. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Sections 7.060(a) and (b), Education Code, are |
---|
12 | 12 | | amended to read as follows: |
---|
13 | 13 | | (a) At least once each [even-numbered] year, the |
---|
14 | 14 | | commissioner shall review and, to the greatest extent practicable, |
---|
15 | 15 | | reduce and consolidate written reports and other paperwork, |
---|
16 | 16 | | including surveys, required of a school district by the agency. |
---|
17 | 17 | | (b) The commissioner shall adopt a policy that limits |
---|
18 | 18 | | written reports and other paperwork, including surveys, that a |
---|
19 | 19 | | principal or classroom teacher may be required by the agency to |
---|
20 | 20 | | complete. |
---|
21 | 21 | | SECTION 2. Subchapter C, Chapter 38, Education Code, is |
---|
22 | 22 | | amended by adding Section 38.1045 to read as follows: |
---|
23 | 23 | | Sec. 38.1045. COMMISSIONER REVIEW OF ASSESSMENT |
---|
24 | 24 | | PROCEDURES. The commissioner shall review the procedures for |
---|
25 | 25 | | performing, reporting, and analyzing the results of physical |
---|
26 | 26 | | fitness assessment instruments administered under this subchapter |
---|
27 | 27 | | and develop alternative procedures for simplifying, to the greatest |
---|
28 | 28 | | extent practicable, each stage of the process. |
---|
29 | 29 | | SECTION 3. Subchapter B, Chapter 39, Education Code, is |
---|
30 | 30 | | amended by adding Section 39.0225 to read as follows: |
---|
31 | 31 | | Sec. 39.0225. PERSONNEL FOR ADMINISTRATION OF ASSESSMENT |
---|
32 | 32 | | INSTRUMENTS. Each school district shall review assessment |
---|
33 | 33 | | instrument administration procedures and develop a plan to reduce, |
---|
34 | 34 | | to the greatest extent practicable, the number of personnel used to |
---|
35 | 35 | | administer assessment instruments required under Section 39.023. |
---|
36 | 36 | | SECTION 4. The heading to Section 39.035, Education Code, |
---|
37 | 37 | | is amended to read as follows: |
---|
38 | 38 | | Sec. 39.035. [LIMITATION ON] FIELD TESTING OF ASSESSMENT |
---|
39 | 39 | | INSTRUMENTS PROHIBITED. |
---|
40 | 40 | | SECTION 5. Section 39.035(a), Education Code, is amended to |
---|
41 | 41 | | read as follows: |
---|
42 | 42 | | (a) The [Subject to Subsection (b), the] agency may not |
---|
43 | 43 | | conduct field testing of questions for any assessment instrument |
---|
44 | 44 | | administered under Section 39.023(a), (b), (c), (d), or (l) [that |
---|
45 | 45 | | is separate from the administration of the assessment instrument |
---|
46 | 46 | | not more frequently than every other school year]. |
---|
47 | 47 | | SECTION 6. Sections 39.035(b) and (c), Education Code, are |
---|
48 | 48 | | repealed. |
---|
49 | 49 | | SECTION 7. This Act takes effect September 1, 2015. |
