                    BILL ANALYSIS             S.B. 1547     By: Perry     Homeland Security & Public Safety     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties assert that, since county jailers often face life-threatening situations similar to those faced by reserve and active duty peace officers, county jailers should be governed by the same concealed handgun license eligibility laws as those officers and provided the same license fee discounts. S.B. 1547 seeks to address this issue.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    S.B. 1547 amends the Government Code to provide for a reduced fee of $25 for the issuance of an original or renewed concealed handgun license for an applicant for a concealed handgun license who is a county jailer.       EFFECTIVE DATE    September 1, 2015.
