A BILL TO BE ENTITLED
AN ACT
relating to requiring the Texas Department of Transportation to
increase the use of the design-build method for roadway projects.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 223.001, Transportation Code, is amended
to read as follows:
Sec. 223.001. CONTRACT REQUIREMENTS [REQUIRING COMPETITIVE
BIDS]. (a) Subject to Subsection (b), the [The] department shall
submit for competitive bids each contract for:
(1) the improvement of a highway that is part of the
state highway system; or
(2) materials to be used in the construction or
maintenance of that highway.
(b) The commission shall designate in each fiscal year at
least 10 specific highway projects to be completed using the
design-build method under Subchapter F.
SECTION 2. Section 223.001, Transportation Code, as amended
by this Act, applies only to a fiscal year beginning on or after the
effective date of this Act.
SECTION 3. This Act takes effect September 1, 2015.
