15 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

16 | 10 | | SECTION 1. Subchapter B, Chapter 29, Education Code, is |
---|
17 | 11 | | amended by adding Section 29.068 to read as follows: |

18 | 12 | | Sec. 29.068. STUDY REGARDING COSTS OF EDUCATING STUDENTS OF |
---|
19 | 13 | | LIMITED ENGLISH PROFICIENCY; REPORT. (a) The agency shall conduct |
---|
20 | 14 | | a study to examine the costs of educating a student of limited |
---|
21 | 15 | | English proficiency in public schools. The study must: |
---|
22 | 16 | | (1) determine whether the bilingual education |
---|
23 | 17 | | allotment under Section 42.153 provides adequate funding to schools |
---|
24 | 18 | | for meeting the educational needs of students of limited English |
---|
25 | 19 | | proficiency; |
---|
26 | 20 | | (2) if it is determined under Subdivision (1) that the |
---|
27 | 21 | | bilingual education allotment is inadequate, determine the amount |
---|
28 | 22 | | of adjustment for the bilingual education allotment that would |
---|
29 | 23 | | provide adequate funding to schools for meeting the educational |
---|
35 | 37 | | (b) Not later than January 1, 2016, the agency shall prepare |
---|
36 | 38 | | a report detailing the results of the study under this section and |
---|
37 | 39 | | submit the report to each standing legislative committee with |
---|
38 | 40 | | primary jurisdiction over primary and secondary education. |
---|
39 | 41 | | SECTION 2. This Act takes effect immediately if it receives |
---|
40 | 42 | | a vote of two-thirds of all the members elected to each house, as |
---|
41 | 43 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
42 | 44 | | Act does not receive the vote necessary for immediate effect, this |
---|
43 | 45 | | Act takes effect September 1, 2015. |
