A BILL TO BE ENTITLED
AN ACT
relating to at-will state employment.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Chapter 651, Government Code, is amended by
adding Section 651.011 to read as follows:
SECTION 651.011 AT-WILL STATE EMPLOYMENT Notwithstanding
any other law, and unless otherwise expressly noted in statute, all
state employees are employed on an at-will basis. Neither a state
agency nor a state employee is legally liable for ending the
employment relationship, unless the employment was terminated for
an unlawful reason as expressly defined under federal or state law.
SECTION 2. This Act takes effect September 1, 2015.
