| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 1.01, Chapter 385, Acts of the 78th |
|---|
| 11 | 11 | | Legislature, Regular Session, 2003, is amended by adding |
|---|
| 12 | 12 | | Subdivision (4-b) to read as follows: |
|---|
| 13 | 13 | | (4-b) "Council" means the council established under |
|---|
| 14 | 14 | | Section 1B.01 of this Act. |
|---|
| 15 | 15 | | SECTION 2. Chapter 385, Acts of the 78th Legislature, |
|---|
| 16 | 16 | | Regular Session, 2003, is amended by adding Article IB to read as |
|---|
| 17 | 17 | | follows: |
|---|
| 18 | 18 | | ARTICLE IB. INFRASTRUCTURE IMPROVEMENT COUNCIL |
|---|
| 19 | 19 | | Sec. 1B.01. INFRASTRUCTURE IMPROVEMENT COUNCIL. (a) The |
|---|
| 20 | 20 | | board shall establish an infrastructure improvement council in |
|---|
| 21 | 21 | | connection with the implementation of infrastructure improvement |
|---|
| 22 | 22 | | projects within the authority's territory. The board shall appoint |
|---|
| 23 | 23 | | to the council only those members of the conference who pay to the |
|---|
| 24 | 24 | | council the annual voluntary assessment under Section 1B.02. |
|---|
| 25 | 25 | | (b) The council shall provide financial assistance, as |
|---|
| 26 | 26 | | available, to implement infrastructure improvement projects under |
|---|
| 27 | 27 | | this article. To be eligible for financial assistance from the |
|---|
| 28 | 28 | | council, a project must be approved by a majority of the council |
|---|
| 29 | 29 | | members voting on that project. |
|---|
| 30 | 30 | | Sec. 1B.02. INFRASTRUCTURE IMPROVEMENT ASSESSMENT. The |
|---|
| 31 | 31 | | board shall establish and determine the amount of an annual |
|---|
| 32 | 32 | | voluntary assessment that may be paid to the council by members of |
|---|
| 33 | 33 | | the conference. The money from the assessment may be used to |
|---|
| 34 | 34 | | provide financial assistance for an infrastructure improvement |
|---|
| 35 | 35 | | project under this article if the project is approved by a vote of |
|---|
| 36 | 36 | | the council. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect September 1, 2015. |
