1111 A BILL TO BE ENTITLED
1212 AN ACT
1313 relating to employment of a statewide data coordinator in the
1414 Department of Information Resources.
1515 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1616 SECTION 1. Subchapter B, Chapter 2054, Government Code, is
1717 amended by adding Section 2054.0286 to read as follows:
1818 Sec. 2054.0286. STATEWIDE DATA COORDINATOR. (a) The
1919 executive director, using existing department funds, shall employ a
2020 statewide data coordinator to:
2121 (1) improve the control and security of information
2222 collected by state agencies;
2323 (2) promote between state agencies the sharing of
2424 information, including customer information; and
2525 (3) reduce information collection costs incurred by
2626 this state.
2727 (b) The statewide data coordinator shall develop and
2828 implement best practices among state agencies to:
2929 (1) improve interagency information coordination;
3030 (2) reduce duplicative information collection;
3131 (3) increase accountability and ensure compliance
3232 with statutes and rules requiring agencies to share information;
3333 (4) improve information management and analysis to
3434 increase information security, uncover fraud and waste, reduce
3535 agency costs, improve agency operations, and verify compliance with
3636 applicable laws; and
3737 (5) encourage agencies to collect and post on the
3838 agencies' Internet websites information related to agency
3939 functions that is in an open source format and is machine-readable,
4040 exportable, and easily accessible by the public.
4141 (c) Each state agency shall cooperate with the statewide
4242 data coordinator in fulfilling the requirements of this section.
4343 SECTION 2. As soon as practicable after the effective date
4444 of this Act, the executive director of the Department of
4545 Information Resources shall employ a statewide data coordinator as
4646 required by Section 2054.0286, Government Code, as added by this
4747 Act.
4848 SECTION 3. This Act takes effect September 1, 2015.
