14 | 14 | | Department of Information Resources. |

15 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

16 | 16 | | SECTION 1. Subchapter B, Chapter 2054, Government Code, is |
---|
17 | 17 | | amended by adding Section 2054.0286 to read as follows: |
---|
18 | 18 | | Sec. 2054.0286. STATEWIDE DATA COORDINATOR. (a) The |
---|
19 | 19 | | executive director, using existing department funds, shall employ a |
---|
20 | 20 | | statewide data coordinator to: |
---|
21 | 21 | | (1) improve the control and security of information |
---|
22 | 22 | | collected by state agencies; |
---|
23 | 23 | | (2) promote between state agencies the sharing of |
---|
24 | 24 | | information, including customer information; and |
---|
25 | 25 | | (3) reduce information collection costs incurred by |
---|
26 | 26 | | this state. |
---|
27 | 27 | | (b) The statewide data coordinator shall develop and |
---|
28 | 28 | | implement best practices among state agencies to: |
---|
29 | 29 | | (1) improve interagency information coordination; |
---|
30 | 30 | | (2) reduce duplicative information collection; |
---|
31 | 31 | | (3) increase accountability and ensure compliance |
---|
32 | 32 | | with statutes and rules requiring agencies to share information; |
---|
33 | 33 | | (4) improve information management and analysis to |
---|
34 | 34 | | increase information security, uncover fraud and waste, reduce |
---|
35 | 35 | | agency costs, improve agency operations, and verify compliance with |
---|
36 | 36 | | applicable laws; and |
---|
37 | 37 | | (5) encourage agencies to collect and post on the |
---|
38 | 38 | | agencies' Internet websites information related to agency |
---|
39 | 39 | | functions that is in an open source format and is machine-readable, |
---|
40 | 40 | | exportable, and easily accessible by the public. |
---|
41 | 41 | | (c) Each state agency shall cooperate with the statewide |
---|
42 | 42 | | data coordinator in fulfilling the requirements of this section. |
---|
43 | 43 | | SECTION 2. As soon as practicable after the effective date |
---|
44 | 44 | | of this Act, the executive director of the Department of |
---|
45 | 45 | | Information Resources shall employ a statewide data coordinator as |
---|
46 | 46 | | required by Section 2054.0286, Government Code, as added by this |
---|
47 | 47 | | Act. |
---|
48 | 48 | | SECTION 3. This Act takes effect September 1, 2015. |
