| 8 | 8 | SECTION 1. Subchapter H, Chapter 201, Transportation Code, | |
| 9 | 9 | is amended by adding Section 201.6155 to read as follows: | |
| 10 | 10 | Sec. 201.6155. ALTERNATIVE ROAD CONSTRUCTION METHODS. | |
| 11 | 11 | (a) The department shall create a mechanism to test alternative | |
| 12 | 12 | road construction methods that have been implemented or tested by | |
| 13 | 13 | another governmental entity, another state, or the federal | |
| 14 | 14 | government. | |
| 15 | 15 | (b) The department may test methods identified under | |
| 16 | 16 | Subsection (a). If the department determines that a method tested | |
| 17 | 17 | under this subsection meets the state's needs, the department shall | |
| 18 | 18 | approve the method for use in this state. | |
| 19 | 19 | SECTION 2. This Act takes effect immediately if it receives | |
| 20 | 20 | a vote of two-thirds of all the members elected to each house, as | |
| 21 | 21 | provided by Section 39, Article III, Texas Constitution. If this | |
| 22 | 22 | Act does not receive the vote necessary for immediate effect, this | |
| 23 | 23 | Act takes effect September 1, 2015. |
