A BILL TO BE ENTITLED
AN ACT
relating to alternative road construction methods.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter H, Chapter 201, Transportation Code,
is amended by adding Section 201.6155 to read as follows:
Sec. 201.6155. ALTERNATIVE ROAD CONSTRUCTION METHODS.
(a) The department shall create a mechanism to test alternative
road construction methods that have been implemented or tested by
another governmental entity, another state, or the federal
government.
(b) The department may test methods identified under
Subsection (a). If the department determines that a method tested
under this subsection meets the state's needs, the department shall
approve the method for use in this state.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2015.
