| 11 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 8 | | SECTION 1. Section 54.525, Education Code, is amended by |
|---|
| 13 | 9 | | amending Subsections (a) and (c) and adding Subsection (d) to read |
|---|
| 14 | 10 | | as follows: |
|---|
| 15 | 11 | | (a) The board of regents of Texas Woman's University may |
|---|
| 16 | 12 | | levy a regular, fixed student fee of not less than $25 or more than |
|---|
| 17 | 13 | | $75 [$40] per student for each semester of the long session and of |
|---|
| 18 | 14 | | not less than $12.50 or more than $35 [$20] per student for each |
|---|
| 19 | 15 | | term of the summer session, as the board determines is just and |
|---|
| 20 | 16 | | necessary for the purpose of financing, improving, operating, |
|---|
| 21 | 17 | | maintaining, and equipping student centers and acquiring or |
|---|
| 22 | 18 | | constructing additions to student centers. |
|---|
| 23 | 19 | | (c) Revenue from a fee imposed under this section shall be |
|---|
| 24 | 20 | | deposited to the credit of an account known as the "Texas Woman's |
|---|
| 25 | 21 | | University Student Center Fee Account" under the control of the |
|---|
| 26 | 22 | | university's student fee advisory committee. Annually, the |
|---|
| 27 | 23 | | committee shall submit to the president of the university its |
|---|
| 28 | 24 | | recommendation for any change to the amount of the fee and a |
|---|
| 29 | 25 | | complete and itemized budget for the student center together with a |
|---|
| 30 | 26 | | complete report of all student center activities conducted during |
|---|
| 31 | 27 | | the past year and all expenditures made in connection with those |
|---|
| 32 | 28 | | activities. The president shall submit the budget to the board of |
|---|
| 33 | 29 | | regents as part of the university's institutional budget. The |
|---|
| 34 | 30 | | board of regents may make changes in the budget that the board |
|---|
| 35 | 31 | | determines are necessary [The board shall keep fees collected under |
|---|
| 36 | 32 | | this section in an account apart from the educational and general |
|---|
| 37 | 33 | | funds of the university. The board shall deposit the fees in a |
|---|
| 38 | 34 | | depository bank designated by the board and shall secure the |
|---|
| 39 | 35 | | deposits as required by law]. |
|---|
| 40 | 36 | | (d) Notwithstanding Subsection (a), the board may increase |
|---|
| 41 | 37 | | the amount of the fee for a semester or summer session to an amount |
|---|
| 42 | 38 | | that does not exceed $150 if the increase is approved by a majority |
|---|
| 43 | 39 | | vote of those students participating in a general election called |
|---|
| 44 | 40 | | for that purpose. The increased amount under this subsection may |
|---|
| 45 | 41 | | not be charged after the fifth academic year in which the increased |
|---|
| 46 | 42 | | amount is first charged unless, before the end of that academic |
|---|
| 47 | 43 | | year, the institution has issued bonds payable from the fee, in |
|---|
| 48 | 44 | | which event the increased amount may not be charged after the |
|---|
| 49 | 45 | | academic year in which all such bonds, including refunding bonds |
|---|
| 50 | 46 | | for those bonds, have been fully paid. |
|---|
| 51 | 47 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 52 | 48 | | to fees imposed for a semester or term that begins on or after the |
|---|
| 53 | 49 | | effective date of this Act. |
|---|
| 54 | 50 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 55 | 51 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 56 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 57 | 53 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 58 | 54 | | Act takes effect September 1, 2015. |
