11	6		AN ACT
12	7		relating to public school performance ratings.
13	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
14	9		SECTION 1. Section 39.054, Education Code, is amended by
15	10		amending Subsection (a) and adding Subsection (a-1) to read as
16	11		follows:
17	12		(a) The commissioner shall adopt rules to evaluate school
18	13		district and campus performance and assign each district and campus
19		-	a performance rating of A, B, C, D, or F. In adopting rules under
20		-	this subsection, the commissioner shall determine the criteria for
21		-	each designated letter performance rating. A district or campus
22		-	performance rating of A reflects exemplary performance. A district
23		-	or campus performance rating of B reflects recognized performance.
24		-	A district or campus performance rating of[, B, or] C reflects
25		-	acceptable performance. A [and a] district or campus performance
26		-	rating of D or F reflects unacceptable performance. [The
27		-	commissioner shall also assign each campus a performance rating of
28		-	exemplary, recognized, acceptable, or unacceptable. A campus
29		-	performance rating of exemplary, recognized, or acceptable
30		-	reflects acceptable performance, and a campus performance rating of

32		-	not receive a performance rating of A if the district includes any
33		-	campus with a performance rating of D or F [unacceptable]. A
34		-	reference in law to an acceptable rating or acceptable performance
35		-	includes a performance rating of A or B or exemplary or recognized

	23	+	campus met overall performance standards. An overall or indicator
	24	+	[A district] performance rating of A reflects exemplary
	25	+	performance. An overall or indicator performance rating of B
	26	+	reflects recognized performance. An overall or indicator
	27	+	performance rating of[, B, or] C reflects acceptable performance.

37	41		(a-1) Not later than August 8 of each year, the performance
38		-	rating of each district and campus shall be made publicly available
39		-	as provided by rules adopted under this section [subsection]. If a
40		-	district or campus received a performance rating of D or F [that
41		-	reflected unacceptable performance] for the preceding school year,
42		-	the commissioner shall notify the district of a subsequent such

50	55		Act takes effect September 1, 2015.
