115 A BILL TO BE ENTITLED
126 AN ACT
137 relating to accounting for costs incurred by this state as a result
148 of the presence of persons who are not lawfully present in the
159 United States.
1610 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1711 SECTION 1. Subchapter B, Chapter 403, Government Code, is
1812 amended by adding Section 403.0112 to read as follows:
1913 Sec. 403.0112. ACCOUNTING FOR COSTS OF ILLEGAL IMMIGRATION.
2014 (a) Not later than the 30th day before the first day of each
2115 regular legislative session, the comptroller shall issue to the
2216 speaker of the house of representatives, the lieutenant governor,
2317 the governor, and the attorney general an estimation of the
2418 financial costs to this state incurred during the preceding
2519 two-year period that resulted from the presence in this state of
2620 persons who are not lawfully present in the United States.
2721 (b) The estimation must include a separate accounting for
2822 the estimated costs to the state incurred in specific categories of
2923 state spending as determined by the comptroller. The categories
3024 must include costs of education of, health care for, and
3125 incarceration of persons described by Subsection (a) and costs of
3226 border security and law enforcement attributable to those persons.
3327 SECTION 2. This Act takes effect September 1, 2015.
