| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 521.142, Transportation Code, is amended | |
| 11 | 11 | by amending Subsection (b) and adding Subsection (j) to read as | |
| 12 | 12 | follows: | |
| 13 | 13 | (b) The application must include: | |
| 14 | 14 | (1) except as provided by Subsection (j), the | |
| 15 | 15 | thumbprints of the applicant or, if thumbprints cannot be taken, | |
| 16 | 16 | the index fingerprints of the applicant; | |
| 17 | 17 | (2) a photograph of the applicant; | |
| 18 | 18 | (3) the signature of the applicant; and | |
| 19 | 19 | (4) a brief description of the applicant. | |
| 20 | 20 | (j) An application of a person who is a legal permanent | |
| 21 | 21 | resident of the United States, a refugee or asylee lawfully | |
| 22 | 22 | admitted into the United States, or a temporary visitor lawfully | |
| 23 | 23 | present in the United States must include a complete set of the | |
| 24 | 24 | applicant's fingerprints. | |
| 25 | 25 | SECTION 2. This Act takes effect September 1, 2015. |
