 A BILL TO BE ENTITLED
 AN ACT
 relating to the collection of a complete set of fingerprints from
 certain applicants for driver's licenses.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 521.142, Transportation Code, is amended
 by amending Subsection (b) and adding Subsection (j) to read as
 follows:
 (b)  The application must include:
 (1)  except as provided by Subsection (j), the
 thumbprints of the applicant or, if thumbprints cannot be taken,
 the index fingerprints of the applicant;
 (2)  a photograph of the applicant;
 (3)  the signature of the applicant; and
 (4)  a brief description of the applicant.
 (j)  An application of a person who is a legal permanent
 resident of the United States, a refugee or asylee lawfully
 admitted into the United States, or a temporary visitor lawfully
 present in the United States must include a complete set of the
 applicant's fingerprints.
 SECTION 2.  This Act takes effect September 1, 2015.
