44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, Dr. G. M. Cox is retiring as the chief of police in
66 Murphy on July 1, 2015, drawing to a close an outstanding career in
77 law enforcement that has spanned more than four decades; and
88 WHEREAS, After serving as a security officer in the United
99 States Air Force from 1972 to 1978, Dr. Cox received a bachelor's
1010 degree summa cum laude in law enforcement and police science from
1111 Sam Houston State University in 1979; he began his civilian career
1212 in 1980 as a deputy sheriff in Montgomery County, and from 1981 to
1313 1989, he was the chief of police and the city administrator of Oak
1414 Ridge North; during that time, he also earned a master's degree in
1515 criminal justice management from the university; and
1616 WHEREAS, Dr. Cox was the chief of police in Lamesa from 1989
1717 to 1993, and then the chief of police in Corsicana from 1993 to
1818 2008; he became Murphy's chief of police in 2008, and under his
1919 leadership, the Murphy Police Department has attained recognized
2020 status from the Texas Police Chiefs Association, and the community
2121 has scored among the top 10 safest cities in Texas, according to the
2222 crime reporting system of the Federal Bureau of Investigation; and
2323 WHEREAS, A graduate of the Federal Bureau of Investigation
2424 National Academy, Dr. Cox has served as an adjunct instructor in
2525 criminal justice at several institutions of higher learning in
2626 Texas, and he is also a court qualified mediator; in 2011, he earned
2727 a doctorate in public and urban administration from The University
2828 of Texas at Arlington, and his dissertation, "Crisis in Police
2929 Recruitment: Public Service Motivation and Changes in Generational
3030 Preferences," has become a resource for police departments across
3131 Texas; following his retirement from the Murphy Police Department,
3232 he will become an assistant professor and director of the graduate
3333 program in public administration at Tarleton State University; and
3434 WHEREAS, Dr. Cox brings dedication, professionalism, and a
3535 commitment to excellence to each of his endeavors, and he may indeed
3636 reflect with pride on his many achievements throughout his more
3737 than 40 years in law enforcement as he takes on new challenges and
3838 opportunities in academia; now, therefore, be it
3939 RESOLVED, That the 84th Legislature of the State of Texas
4040 hereby congratulate Dr. G. M. Cox on his retirement as the Murphy
4141 chief of police and extend to him sincere best wishes for continued
4242 success and happiness; and, be it further
4343 RESOLVED, That an official copy of this resolution be
4444 prepared for Dr. Cox as an expression of high regard by the Texas
4545 House of Representatives and Senate.
