 A JOINT RESOLUTION
 proposing a constitutional amendment authorizing the legislature
 to nullify an order, rule, policy, or similar measure adopted by the
 executive branch of the federal government that exceeds the
 authority granted by the United States Constitution.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article III, Texas Constitution, is amended by
 adding Section 68 to read as follows:
 Sec. 68.  The legislature without the approval of the
 governor may nullify an executive order, agency rule or policy, or
 similar measure adopted by an official or entity within the
 executive branch of the federal government, if the legislature by a
 vote of two-thirds of the membership of each house determines that
 the order, rule, policy, or measure exceeds the authority granted
 to the executive branch by the United States Constitution. An
 order, rule, policy, or measure nullified by the legislature has no
 legal effect in this state and may not be enforced or recognized as
 having legal effect by this state or a political subdivision of this
 state.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 3, 2015.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment authorizing the
 legislature to nullify an order, rule, policy, or similar measure
 adopted by an official or entity within the executive branch of the
 federal government that exceeds the authority granted to that
 branch by the United States Constitution."
