| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Joe B. Allen, who has been named the recipient of the |

| 4 | 4 | | Impact Award by the West Houston Association; and |
|---|
| 5 | 5 | | WHEREAS, This prestigious award honors individuals for |
|---|
| 6 | 6 | | their lifetime work and significant contributions to the growth |
|---|
| 7 | 7 | | and development of Greater West Houston; and |
|---|
| 8 | 8 | | WHEREAS, Joe B. Allen has had a profound impact on the |
|---|
| 9 | 9 | | commercial and residential development of the area and is noted |
|---|
| 10 | 10 | | for his work on the development of the critical elements of |
|---|
| 11 | 11 | | infrastructure necessary to support and expand quality growth; |
|---|
| 12 | 12 | | and |
|---|
| 13 | 13 | | WHEREAS, Throughout his career as an attorney and a |
|---|
| 14 | 14 | | lobbyist, Mr. Allen has played a significant role in the passage |
|---|
| 15 | 15 | | of legislation that has affected development issues; he has been |
|---|
| 16 | 16 | | instrumental in the creation of a wide range of regulations |
|---|
| 17 | 17 | | involving special districts, and he played a vital role in the |
|---|
| 18 | 18 | | reorganization of the Texas Department of Water Resources into |
|---|
| 19 | 19 | | the Water Development Board and the Texas Water Commission; and |
|---|
| 20 | 20 | | WHEREAS, He has worked with public and private entities to |
|---|
| 21 | 21 | | make West Houston a better place in which to live and do business, |
|---|
| 22 | 22 | | and it is truly fitting that he receive special recognition for |
|---|
| 23 | 23 | | his leadership and vision; now, therefore, be it |
|---|
| 24 | 24 | | RESOLVED, That the Senate of the State of Texas, 84th |
|---|
| 25 | 25 | | Legislature, hereby commend Joe B. Allen on his many contributions |
|---|
| 26 | 26 | | to the growth and prosperity of Houston and our state and extend |
|---|
| 27 | 27 | | to him congratulations on earning the West Houston Association |
|---|
| 28 | 28 | | Impact Award; and, be it further |
