10- WHEREAS, A sustainable agricultural system is crucial to the
11- continued production of food, feed, and fiber to meet both domestic
12- and global demand; and

138 WHEREAS, In the United States, the agriculture and food
149 production industries employ precision farming equipment, crop
1510 protection chemistries, genetic engineering or enhancement,
1611 agricultural nutrients, and other modern technologies; such
1712 advanced practices protect the safety of the public and reduce
1813 environmental impact while expanding yields, improving
19- profitability, and ensuring an abundant and affordable food supply;
20- and
21- WHEREAS, Agricultural pests present significant dangers to
22- the industry and to global supplies of the products they attack;
23- accordingly, the environmental risks of forgoing advances in
24- agricultural technologies that protect crops are severe; excessive
25- regulation may scuttle or discourage the use of agricultural
26- chemicals that could improve human welfare; and
27- WHEREAS, Crop protection is among the most studied and highly
28- regulated of all industries, at both the state and federal levels;
29- the use of sound science should be the bedrock of our nation's
30- regulatory scheme for the agriculture and food production
31- industries, as these industries are critical to the economic
32- vitality of Texas and the United States; now, therefore, be it

34- Legislature, hereby express support for the use of sound science to
35- study and regulate such modern agricultural technologies as crop
36- protection chemistries, genetically engineered or enhanced traits,
37- and nutrients; and, be it further
38- RESOLVED, That the senate express opposition to legislative
39- or regulatory action at any level that may result in unnecessary
40- restrictions on the use of modern agricultural technologies; and,
41- be it further
42- RESOLVED, That the Secretary of the Senate forward official
43- copies of this resolution to the president of the United States, to
44- the president of the Senate and the speaker of the House of
45- Representatives of the United States Congress, and to all the
46- members of the Texas delegation to Congress with the request that
47- this resolution be entered in the Congressional Record as a
48- memorial to the Congress of the United States of America.
