4	4	Roy Dowell Hailey
5	5	WHEREAS, The passing of Roy Dowell Hailey of Houston on
6	6	February 16, 2015, at the age of 59, has brought a profound loss
7	7	to the family, friends, and colleagues of this accomplished
8	8	Texan; and
9	9	WHEREAS, Roy Hailey was born in Rosebud in 1955, the son of
10	10	Dowell and Mary Martha Hailey; he spent his childhood on his
11	11	family's ranch in the nearby town of Baileyville, where he
12	12	developed a passion for the outdoors that would remain with him
13	13	throughout his life; and
14	14	WHEREAS, A graduate of The University of Texas at Austin,
15	15	Mr. Hailey earned his law degree from the South Texas College of
16	16	Law in 1981; he was a longtime partner in the firm of Butler &
17	17	Hailey in Houston, and he specialized in representing community
18	18	associations, earning a distinguished reputation for his effective
19	19	advocacy; he also volunteered extensively, serving as president
20	20	of the Greater Houston Chapter of the Community Associations
21	21	Institute, and he was an acclaimed author on topics of relevance
22	22	to community associations; in addition, he joined legislative
23	23	action groups in their behalf, and he most recently served as
24	24	cochair of the Texas Community Association Advocates; and
25	25	WHEREAS, Sustained by his strong faith and genuine zest for
26	26	life, Roy Hailey enjoyed a rewarding marriage of more than three
27	27	decades with his wife, June, and he was deeply devoted to their
28	28	sons, Andrew and Niels; he delighted in the company of his
29	29	friends and loved ones, and he could often be found driving a boat
30	30	on Lake Travis or spending time on his ranch in Baileyville,
31	31	riding horses, tending cattle, and hunting with his sons; he was
32	32	also a regular presence at Grace Presbyterian Church, which he
33	33	served as an elder for the past 12 years; and
34	34	WHEREAS, Roy Hailey was a champion for his clients and a
35	35	caring family man and friend, and although he is sorely missed by
36	36	all who knew him, he will forever be remembered with great
37	37	admiration and affection; now, therefore, be it
38	38	RESOLVED, That the Senate of the State of Texas, 84th
39	39	Legislature, hereby pay tribute to the life of Roy Dowell Hailey
40	40	and extend sincere sympathy to the members of his family: to his
41	41	wife, June Andersen Hailey; to his sons, Andrew Dowell Hailey and
42	42	Niels Oliver Hailey; to his brother, David Wall Hailey, and his
43	43	wife, Camille; to his nephew, Joshua Hailey, and nieces,
44	44	Elizabeth and Rebekah Hailey; and to his other relatives and many
45	45	friends; and, be it further
46	46	RESOLVED, That an official copy of this Resolution be
47	47	prepared for his family and that when the Texas Senate adjourns
48	48	this day, it do so in memory of Roy Hailey.
