55 WHEREAS, The passing of Roy Dowell Hailey of Houston on
66 February 16, 2015, at the age of 59, has brought a profound loss
77 to the family, friends, and colleagues of this accomplished
88 Texan; and
99 WHEREAS, Roy Hailey was born in Rosebud in 1955, the son of
1010 Dowell and Mary Martha Hailey; he spent his childhood on his
1111 family's ranch in the nearby town of Baileyville, where he
1212 developed a passion for the outdoors that would remain with him
1313 throughout his life; and
1414 WHEREAS, A graduate of The University of Texas at Austin,
1515 Mr. Hailey earned his law degree from the South Texas College of
1616 Law in 1981; he was a longtime partner in the firm of Butler &
1717 Hailey in Houston, and he specialized in representing community
1818 associations, earning a distinguished reputation for his effective
1919 advocacy; he also volunteered extensively, serving as president
2020 of the Greater Houston Chapter of the Community Associations
2121 Institute, and he was an acclaimed author on topics of relevance
2222 to community associations; in addition, he joined legislative
2323 action groups in their behalf, and he most recently served as
2424 cochair of the Texas Community Association Advocates; and
2525 WHEREAS, Sustained by his strong faith and genuine zest for
2626 life, Roy Hailey enjoyed a rewarding marriage of more than three
2727 decades with his wife, June, and he was deeply devoted to their
2828 sons, Andrew and Niels; he delighted in the company of his
2929 friends and loved ones, and he could often be found driving a boat
3030 on Lake Travis or spending time on his ranch in Baileyville,
3131 riding horses, tending cattle, and hunting with his sons; he was
3232 also a regular presence at Grace Presbyterian Church, which he
3333 served as an elder for the past 12 years; and
3434 WHEREAS, Roy Hailey was a champion for his clients and a
3535 caring family man and friend, and although he is sorely missed by
3636 all who knew him, he will forever be remembered with great
3737 admiration and affection; now, therefore, be it
3838 RESOLVED, That the Senate of the State of Texas, 84th
3939 Legislature, hereby pay tribute to the life of Roy Dowell Hailey
4040 and extend sincere sympathy to the members of his family: to his
4141 wife, June Andersen Hailey; to his sons, Andrew Dowell Hailey and
4242 Niels Oliver Hailey; to his brother, David Wall Hailey, and his
4343 wife, Camille; to his nephew, Joshua Hailey, and nieces,
4444 Elizabeth and Rebekah Hailey; and to his other relatives and many
4545 friends; and, be it further
4646 RESOLVED, That an official copy of this Resolution be
4747 prepared for his family and that when the Texas Senate adjourns
4848 this day, it do so in memory of Roy Hailey.
