55 WHEREAS, The citizens of Corpus Christi lost an admired
66 public servant with the untimely death of Corpus Christi Chief of
77 Police Floyd D. Simpson on May 3, 2015, at the age of 51; and
88 WHEREAS, Born in Chicago on September 19, 1963, Floyd
99 Simpson earned a bachelor's degree from Western Illinois
1010 University and a master's degree in business administration from
1111 Amber University; he was also a graduate of the Police Executive
1212 Research Forum Senior Management Institute, the Federal Bureau
1313 of Investigation National Academy, and the Law Enforcement
1414 Management Institute of Texas; and
1515 WHEREAS, Before taking charge of the department in Corpus
1616 Christi, Chief Simpson served more than 25 years with the Dallas
1717 Police Department, where his duties included management of the
1818 patrol and administration bureaus as well as oversight of the
1919 department's police academies and hiring process; he retired in
2020 2012, at the rank of assistant chief; and
2121 WHEREAS, On March 12, 2012, this veteran law enforcement
2222 professional became the 22nd chief of police in Corpus Christi,
2323 and the first African American to lead the department; under his
2424 leadership, crime in the city decreased for three consecutive
2525 years and traffic-related fatalities were the lowest in two
2626 decades; he worked to ensure transparency in police matters, and
2727 he was also making great strides in his commitment to bolster
2828 department pride, instituting official ceremonies for officers
2929 receiving promotions and other department activities; and
3030 WHEREAS, In addition to his professional duties, Chief
3131 Simpson was engaged in civic affairs as well; he organized a
3232 charity motorcycle ride in Dallas with his riding club, the Iron
3333 Knights, to raise money for children with sickle cell anemia; an
3434 avid runner with four marathons to his credit, he was also a
3535 member of the executive committee of the Special Olympics Texas
3636 Law Enforcement Torch Run; in 2013, he received the President's
3737 Award from the National Association for the Advancement of
3838 Colored People at the 43rd annual Martin Luther King Jr. Freedom
3939 Fund Banquet; and
4040 WHEREAS, Mr. Simpson shared 27 rewarding years with his
4141 wife, Tanya, and he was a devoted father to his four children,
4242 Amber, Lauren, Journee, and Jaylen; and
4343 WHEREAS, Although he had only been in Corpus Christi for
4444 three years, Chief Simpson quickly made a name for himself in the
4545 community, earning the admiration and affection of a great many
4646 people and implementing a vision for the department that will
4747 continue to resonate for years to come; now, therefore, be it
4848 RESOLVED, That the Senate of the State of Texas, 84th
4949 Legislature, hereby pay tribute to the life of Corpus Christi
5050 Chief of Police Floyd D. Simpson and extend sincere condolences
5151 to the members of his family: to his wife, Tanya Simpson; to his
5252 children, Amber Simpson, Lauren Simpson, Journee Simpson, and
5353 Jaylen Little; and to his other relatives and friends; and, be it
5454 further
5555 RESOLVED, That an official copy of this Resolution be
5656 prepared for his family and that when the Texas Senate adjourns
5757 this day, it do so in memory of Floyd Simpson.
