5	5	WHEREAS, The citizens of Corpus Christi lost an admired
6	6	public servant with the untimely death of Corpus Christi Chief of
7	7	Police Floyd D. Simpson on May 3, 2015, at the age of 51; and
8	8	WHEREAS, Born in Chicago on September 19, 1963, Floyd
9	9	Simpson earned a bachelor's degree from Western Illinois
10	10	University and a master's degree in business administration from
11	11	Amber University; he was also a graduate of the Police Executive
12	12	Research Forum Senior Management Institute, the Federal Bureau
13	13	of Investigation National Academy, and the Law Enforcement
14	14	Management Institute of Texas; and
15	15	WHEREAS, Before taking charge of the department in Corpus
16	16	Christi, Chief Simpson served more than 25 years with the Dallas
17	17	Police Department, where his duties included management of the
18	18	patrol and administration bureaus as well as oversight of the
19	19	department's police academies and hiring process; he retired in
20	20	2012, at the rank of assistant chief; and
21	21	WHEREAS, On March 12, 2012, this veteran law enforcement
22	22	professional became the 22nd chief of police in Corpus Christi,
23	23	and the first African American to lead the department; under his
24	24	leadership, crime in the city decreased for three consecutive
25	25	years and traffic-related fatalities were the lowest in two
26	26	decades; he worked to ensure transparency in police matters, and
27	27	he was also making great strides in his commitment to bolster
28	28	department pride, instituting official ceremonies for officers
29	29	receiving promotions and other department activities; and
30	30	WHEREAS, In addition to his professional duties, Chief
31	31	Simpson was engaged in civic affairs as well; he organized a
32	32	charity motorcycle ride in Dallas with his riding club, the Iron
33	33	Knights, to raise money for children with sickle cell anemia; an
34	34	avid runner with four marathons to his credit, he was also a
35	35	member of the executive committee of the Special Olympics Texas
36	36	Law Enforcement Torch Run; in 2013, he received the President's
37	37	Award from the National Association for the Advancement of
38	38	Colored People at the 43rd annual Martin Luther King Jr. Freedom
39	39	Fund Banquet; and
40	40	WHEREAS, Mr. Simpson shared 27 rewarding years with his
41	41	wife, Tanya, and he was a devoted father to his four children,
42	42	Amber, Lauren, Journee, and Jaylen; and
43	43	WHEREAS, Although he had only been in Corpus Christi for
44	44	three years, Chief Simpson quickly made a name for himself in the
45	45	community, earning the admiration and affection of a great many
46	46	people and implementing a vision for the department that will
47	47	continue to resonate for years to come; now, therefore, be it
48	48	RESOLVED, That the Senate of the State of Texas, 84th
49	49	Legislature, hereby pay tribute to the life of Corpus Christi
50	50	Chief of Police Floyd D. Simpson and extend sincere condolences
51	51	to the members of his family: to his wife, Tanya Simpson; to his
52	52	children, Amber Simpson, Lauren Simpson, Journee Simpson, and
53	53	Jaylen Little; and to his other relatives and friends; and, be it
54	54	further
55	55	RESOLVED, That an official copy of this Resolution be
56	56	prepared for his family and that when the Texas Senate adjourns
57	57	this day, it do so in memory of Floyd Simpson.
