 A BILL TO BE ENTITLED
 AN ACT
 relating to residency requirements for voting in certain municipal
 utility district elections.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter B, Chapter 54, Water Code, is amended
 by adding Section 54.026 to read as follows:
 Sec. 54.026.  ELIGIBILITY TO VOTE IN CONFIRMATION ELECTION.
 To be eligible to vote in an election to confirm the creation of a
 district, a person must reside in the district for at least one
 year immediately preceding the date of the election.
 SECTION 2.  Subchapter F, Chapter 54, Water Code, is amended
 by adding Section 54.506 to read as follows:
 Sec. 54.506.  ELIGIBILITY TO VOTE IN CERTAIN BOND ELECTIONS.
 To be eligible to vote in an election authorizing a district's
 first issuance of bonds payable wholly or partly from ad valorem
 taxes, a person must reside in the district for at least one year
 immediately preceding the date of the election.
 SECTION
 3.  (a) Section 54.026, Water Code, as added by this
 Act, applies only to a confirmation election ordered on or after the
 effective date of this Act.
 (b)  Section 54.506, Water Code, as added by this Act,
 applies only to a bond election ordered on or after the effective
 date of this Act.
 SECTION 4.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
