The bill would amend Education Code Section 33.085 to allow the University Interscholastic League (UIL) to require an individual authorized to officiate a UIL contest to undergo a subsequent criminal background check once every three years. This would be in addition to the initial background check and other eligibility requirements under existing law.Each official who was registered with UIL prior to the effective date of the bill would have to submit a subsequent background check no later than September 1, 2020. The bill would take effect September 1, 2017.Based on the LBB's analysis, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact Although participating school districts may have increased costs relating to the bill's requirements, these costs are expected to be nominal.
