                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 10, 2017      TO: Honorable Larry Taylor, Chair, Senate Committee on Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1075 by Thompson, Ed (Relating to the frequency of criminal background checks for sports officials registered with the University Interscholastic League.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend Education Code Section 33.085 to allow the University Interscholastic League (UIL) to require an individual authorized to officiate a UIL contest to undergo a subsequent criminal background check once every three years. This would be in addition to the initial background check and other eligibility requirements under existing law.Each official who was registered with UIL prior to the effective date of the bill would have to submit a subsequent background check no later than September 1, 2020. The bill would take effect September 1, 2017.Based on the LBB's analysis, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact Although participating school districts may have increased costs relating to the bill's requirements, these costs are expected to be nominal.
