RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 1646 amends the Business & Commerce Code to authorize a county clerk to waive all fees related to filing an assumed business or professional name certificate or a statement of abandonment of use of an assumed name for a registrant who is a military veteran.
