| 7 | 7 | | relating to an agreement between parents and classroom teachers of |
|---|
| 8 | 8 | | public school students. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 26, Education Code, is amended by adding |
|---|
| 11 | 11 | | Section 26.014 to read as follows: |
|---|
| 12 | 12 | | Sec. 26.014. AGREEMENT STATING RESPONSIBILITIES OF PARENT, |
|---|
| 13 | 13 | | STUDENT, AND TEACHER. (a) Each school district shall develop a |
|---|
| 14 | 14 | | written agreement form for each grade level offered by the |
|---|
| 15 | 15 | | district, including prekindergarten, that states the |
|---|
| 16 | 16 | | responsibilities of: |
|---|
| 17 | 17 | | (1) a student enrolled in that grade level; |
|---|
| 18 | 18 | | (2) the student's parent or guardian; and |
|---|
| 19 | 19 | | (3) each of the student's classroom teachers. |
|---|
| 20 | 20 | | (b) An agreement form adopted under Subsection (a) must be |
|---|
| 21 | 21 | | signed at the beginning of each school year by a student's parent or |
|---|
| 22 | 22 | | guardian and: |
|---|
| 23 | 23 | | (1) the student's primary classroom teacher, if the |
|---|
| 24 | 24 | | student is enrolled at an elementary school grade level; or |
|---|
| 25 | 25 | | (2) one of the student's teachers in a foundation |
|---|
| 26 | 26 | | curriculum subject under Section 28.002, as designated by the |
|---|
| 27 | 27 | | campus principal, if the student is enrolled at a middle school, |
|---|
| 28 | 28 | | junior high school, or high school grade level. |
|---|
| 29 | 29 | | (c) An agreement form adopted under Subsection (a) must |
|---|
| 30 | 30 | | include a space for a student to sign the form, if the student |
|---|
| 31 | 31 | | elects to do so. A student is not required to sign the form. |
|---|
| 32 | 32 | | (d) Each school district shall determine the methods for |
|---|
| 33 | 33 | | enforcing the agreements adopted by the district under Subsection |
|---|
| 34 | 34 | | (a), including any penalties incurred if a teacher, parent, or |
|---|
| 35 | 35 | | guardian refuses to sign the agreement. |
|---|
| 36 | 36 | | SECTION 2. This Act applies beginning with the 2017-2018 |
|---|
| 37 | 37 | | school year. |
|---|
| 38 | 38 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 39 | 39 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 40 | 40 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 41 | 41 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 42 | 42 | | Act takes effect September 1, 2017. |
