 A BILL TO BE ENTITLED
 AN ACT
 relating to an agreement between parents and classroom teachers of
 public school students.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 26, Education Code, is amended by adding
 Section 26.014 to read as follows:
 Sec. 26.014.  AGREEMENT STATING RESPONSIBILITIES OF PARENT,
 STUDENT, AND TEACHER. (a) Each school district shall develop a
 written agreement form for each grade level offered by the
 district, including prekindergarten, that states the
 responsibilities of:
 (1)  a student enrolled in that grade level;
 (2)  the student's parent or guardian; and
 (3)  each of the student's classroom teachers.
 (b)  An agreement form adopted under Subsection (a) must be
 signed at the beginning of each school year by a student's parent or
 guardian and:
 (1)  the student's primary classroom teacher, if the
 student is enrolled at an elementary school grade level; or
 (2)  one of the student's teachers in a foundation
 curriculum subject under Section 28.002, as designated by the
 campus principal, if the student is enrolled at a middle school,
 junior high school, or high school grade level.
 (c)  An agreement form adopted under Subsection (a) must
 include a space for a student to sign the form, if the student
 elects to do so. A student is not required to sign the form.
 (d)  Each school district shall determine the methods for
 enforcing the agreements adopted by the district under Subsection
 (a), including any penalties incurred if a teacher, parent, or
 guardian refuses to sign the agreement.
 SECTION 2.  This Act applies beginning with the 2017-2018
 school year.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
