55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study of the use of a patient-reported outcomes
88 registry in conjunction with health coverage for certain
99 governmental employees.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. STUDY; PATIENT-REPORTED OUTCOMES REGISTRIES FOR
1212 CERTAIN CARE. The Teacher Retirement System of Texas and the
1313 Employees Retirement System of Texas shall jointly conduct a study
1414 of the benefits and disadvantages of establishing a
1515 patient-reported outcomes registry for musculoskeletal care
1616 provided under the plans of group coverage administered by the
1717 systems under Chapters 1551, 1575, and 1579, Insurance Code. The
1818 study conducted under this section must:
1919 (1) identify the musculoskeletal conditions and
2020 injuries that result in the highest cost for health care in the
2121 plans of group coverage;
2222 (2) identify the percentage of the total cost for
2323 health care under the plans of group coverage that is spent for the
2424 conditions and injuries described by Subdivision (1) of this
2525 section;
2626 (3) estimate the cost for the systems, or for the
2727 entities administering the plans of group coverage on the systems'
2828 behalf, to establish and administer a patient-reported outcomes
2929 registry for musculoskeletal care;
3030 (4) evaluate the potential benefits of a
3131 patient-reported outcomes registry for musculoskeletal care for
3232 the populations served by the plans of group coverage; and
3333 (5) identify potential partners, such as medical
3434 schools located in this state, that could assist the systems in
3535 establishing and administering a patient-reported outcomes
3636 registry for musculoskeletal care.
3737 SECTION 2. REPORT. Not later than December 1, 2018, the
3838 Teacher Retirement System of Texas and the Employees Retirement
3939 System of Texas shall report the results of the study conducted
4040 under Section 1 of this Act to the speaker of the house of
4141 representatives, the lieutenant governor, and the standing
4242 committees of the house and the senate with jurisdiction over the
4343 retirement systems and insurance. The report must:
4444 (1) specify whether establishing one or more
4545 patient-reported outcomes registries for musculoskeletal care
4646 would be beneficial and effective; and
4747 (2) be accompanied by recommendations for
4848 legislation, if appropriate.
4949 SECTION 3. EXPIRATION. Sections 1 and 2 of this Act and this
5050 section expire September 1, 2019.
5151 SECTION 4. EFFECTIVE DATE. This Act takes effect September
5252 1, 2017.
