                    BILL ANALYSIS             H.B. 2064     By: Anderson, Rodney     Natural Resources     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties contend that some uncertainty exists as to what constitutes a quorum of the board of directors of the Irving Flood Control District Section III of Dallas County and as to the board's voting requirements. H.B. 2064 seeks to provide clarification in these areas.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 2064 amends the Special District Local Laws Code to establish that any action or recommendation of the Irving Flood Control District Section III of Dallas County board of directors requiring a vote of the board is not valid unless the action or recommendation is approved by a record vote taken at a meeting of the board with a quorum of three board members present and the action or recommendation receives at least three affirmative votes by board members. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date.       EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
