 A BILL TO BE ENTITLED
 AN ACT
 relating to the establishment of a college of veterinary medicine
 at Texas A&M University--Kingsville.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter D, Chapter 87, Education Code, is
 amended by adding Section 87.303 to read as follows:
 Sec. 87.303.  TEXAS A&M UNIVERSITY--KINGSVILLE COLLEGE OF
 VETERINARY MEDICINE. (a) The board may establish and operate a
 college of veterinary medicine as a professional school of Texas
 A&M University--Kingsville.
 (b)  The college of veterinary medicine shall specialize in
 training veterinarians in operating a large animal practice.
 (c)  In administering the college of veterinary medicine,
 the board may prescribe courses leading to customary degrees
 offered at other leading American colleges of veterinary medicine
 and may award those degrees.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
