12	5		relating to the establishment of the Texas Institute for Coastal
13	6		Prairie Research and Education at the University of Houston.
14	7		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
15	8		SECTION 1. Chapter 111, Education Code, is amended by
16	9		adding Subchapter J to read as follows:
17	10		SUBCHAPTER J. TEXAS INSTITUTE FOR COASTAL PRAIRIE RESEARCH AND
18	11		EDUCATION
19	12		Sec. 111.141. DEFINITIONS. In this subchapter:
20	13		(1) "Board" means the board of regents of the
21	14		University of Houston System.
22	15		(2) "Institute" means the Texas Institute for Coastal
23	16		Prairie Research and Education established under this subchapter.
24	17		Sec. 111.142. ESTABLISHMENT. (a) The Texas Institute for
25	18		Coastal Prairie Research and Education is established at the
26	19		University of Houston.
27	20		(b) The organization, control, and management of the
28	21		institute are vested in the board.
29	22		Sec. 111.143. POWERS AND DUTIES. The institute shall:
30	23		(1) conduct environmental research and education on
31	24		coastal prairie and prairie restoration;
32	25		(2) provide a setting for other entities to conduct
33	26		environmental research and education on coastal prairie and prairie
34	27		restoration; and
35	28		(3) provide national leadership and education
36	29		regarding the best methods to restore coastal prairie.
37	30		Sec. 111.144. COLLABORATION WITH OTHER ENTITIES. The
38	31		University of Houston shall encourage public or private entities to
39	32		participate in or support the operation of the institute and may
40	33		enter into an agreement with any public or private entity for that
41	34		purpose. An agreement may allow the institute to provide
42	35		information, services, or other assistance to an entity in exchange
43	36		for the entity's participation or support.
44	37		Sec. 111.145. GIFTS AND GRANTS. The board may solicit,
45	38		accept, and administer gifts and grants from any public or private
46	39		source for the purposes of the institute.
47	40		Sec. 111.146. PERSONNEL. The board may employ personnel
48	41		for the institute as necessary.
49	42		SECTION 2. This Act takes effect immediately if it receives
50	43		a vote of two-thirds of all the members elected to each house, as
51	44		provided by Section 39, Article III, Texas Constitution. If this
52	45		Act does not receive the vote necessary for immediate effect, this
53	46		Act takes effect September 1, 2017.
