| 15 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 16 | 9 | | SECTION 1. Section 16.3221(a), Water Code, is amended to |
|---|
| 17 | 10 | | read as follows: |
|---|
| 18 | 11 | | (a) A person commits an offense if the person violates this |
|---|
| 19 | 12 | | subchapter or a rule adopted or order issued under this subchapter |
|---|
| 20 | 13 | | in regard to a property located in a county with a population of |
|---|
| 21 | 14 | | more than 75,000. |
|---|
| 22 | 15 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 23 | 16 | | to a violation committed on or after the effective date of this Act. |
|---|
| 24 | 17 | | A violation committed before the effective date of this Act is |
|---|
| 25 | 18 | | governed by the law in effect on the date the violation was |
|---|
| 26 | 19 | | committed, and the former law is continued in effect for that |
|---|
| 27 | 20 | | purpose. For purposes of this section, a violation was committed |
|---|
| 28 | 21 | | before the effective date of this Act if any element of the |
|---|
| 29 | 22 | | violation occurred before that date. |

| 30 | 23 | | SECTION 3. This Act takes effect September 1, 2017. |
