| 7 | 7 | | relating to the applicability of the law governing the provision of |

| 8 | 8 | | state aid to certain local governments disproportionately affected |

| 9 | 9 | | by the granting of ad valorem tax relief to disabled veterans. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 140.011(a)(2), Local Government Code, is |
|---|
| 12 | 12 | | amended to read as follows: |
|---|
| 13 | 13 | | (2) "Local government" means: |
|---|
| 14 | 14 | | (A) a municipality located wholly or partly in a |
|---|
| 15 | 15 | | county described by this subdivision [adjacent to a United States |
|---|
| 16 | 16 | | military installation]; [and] |
|---|
| 17 | 17 | | (B) a county in which a United States military |
|---|
| 18 | 18 | | installation is wholly or partly located; and |
|---|
| 19 | 19 | | (C) a county adjacent to a county described by |
|---|
| 20 | 20 | | Paragraph (B). |

| 21 | 21 | | SECTION 2. The change in law made by this Act applies to the |
|---|
| 22 | 22 | | eligibility of a qualified local government to apply for a disabled |
|---|
| 23 | 23 | | veteran assistance payment beginning with the fiscal year of the |
|---|
| 24 | 24 | | local government that ends in the 2017 tax year. |
|---|
| 25 | 25 | | SECTION 3. This Act takes effect September 1, 2017. |
