| 7 | 7 | | relating to the registration of certain trailers; changing a fee. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 502.0023(d-1), Transportation Code, is |
|---|
| 10 | 10 | | amended to read as follows: |
|---|
| 11 | 11 | | (d-1) The department shall issue a license plate for a token |
|---|
| 12 | 12 | | trailer registered under this section in the manner provided by |
|---|
| 13 | 13 | | Section 502.255 [that does not expire. The alphanumeric pattern |
|---|
| 14 | 14 | | for a license plate issued under this subsection may remain on a |
|---|
| 15 | 15 | | token trailer for as long as the registration of the token trailer |
|---|
| 16 | 16 | | is renewed or until the token trailer is removed from service or |
|---|
| 17 | 17 | | sold. The registration receipt required under Section 621.002 is |
|---|
| 18 | 18 | | not required for a vehicle that displays a license plate issued |
|---|
| 19 | 19 | | under this subsection]. |
|---|
| 20 | 20 | | SECTION 2. The heading to Section 502.255, Transportation |
|---|
| 21 | 21 | | Code, is amended to read as follows: |
|---|
| 22 | 22 | | Sec. 502.255. TRUCK-TRACTOR OR COMMERCIAL MOTOR VEHICLE |
|---|
| 23 | 23 | | COMBINATION FEE; PERMANENT SEMITRAILER TOKEN FEE. |
|---|
| 24 | 24 | | SECTION 3. Sections 502.255(c), (i), and (j), |
|---|
| 25 | 25 | | Transportation Code, are amended to read as follows: |
|---|
| 26 | 26 | | (c) The fee for registration of a semitrailer used in the |
|---|
| 27 | 27 | | manner described by Subsection (a), regardless of the date the |
|---|
| 28 | 28 | | semitrailer is registered, is $15 for a registration year or $80 if |
|---|
| 29 | 29 | | the semitrailer is registered with a permanent license plate issued |
|---|
| 30 | 30 | | under Subsection (i). |
|---|
| 31 | 31 | | (i) The department shall issue a license plate for a token |
|---|
| 32 | 32 | | trailer registered under this section that does not expire or |
|---|
| 33 | 33 | | require an annual registration insignia to be valid. The license |
|---|
| 34 | 34 | | plate must include the word "Permanent." A [alphanumeric pattern |
|---|
| 35 | 35 | | for a] license plate issued under this subsection may remain on a |
|---|
| 36 | 36 | | token trailer [for as long as the registration of the token trailer |
|---|
| 37 | 37 | | is renewed or] until the token trailer is removed from service or |
|---|
| 38 | 38 | | sold, provided that the license plate must be removed if the |
|---|
| 39 | 39 | | department cancels, suspends, or revokes the registration for the |
|---|
| 40 | 40 | | token trailer as provided by law or department rule. The |
|---|
| 41 | 41 | | registration receipt required under Section 621.002 is not required |
|---|
| 42 | 42 | | for a vehicle that displays a license plate issued under this |
|---|
| 43 | 43 | | subsection. |
|---|
| 44 | 44 | | (j) A person may register a semitrailer under this section |
|---|
| 45 | 45 | | if the person: |
|---|
| 46 | 46 | | (1) applies to the department for registration; |
|---|
| 47 | 47 | | (2) provides proof of the person's eligibility to |
|---|
| 48 | 48 | | register the vehicle under this subsection as required by the |
|---|
| 49 | 49 | | department; and |
|---|
| 50 | 50 | | (3) pays the applicable [a] fee required by Subsection |
|---|
| 51 | 51 | | (c) [of $15], plus any other applicable fee under this chapter for |
|---|
| 52 | 52 | | each year the semitrailer is registered or at each registration if |
|---|
| 53 | 53 | | the semitrailer is registered under Subsection (i) [Section |
|---|
| 54 | 54 | | 502.401, for each year included in the registration period]. |
|---|
| 55 | 55 | | SECTION 4. The change in law made by this Act applies only |
|---|
| 56 | 56 | | in connection with the registration of a vehicle that is applied for |
|---|
| 57 | 57 | | on or after the effective date of this Act. |
|---|
| 58 | 58 | | SECTION 5. This Act takes effect September 1, 2017. |
