 A BILL TO BE ENTITLED
 AN ACT
 relating to a study conducted by the Texas Education Agency on the
 financial costs of providing educational services to persons who
 are not lawfully present in the United States.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  STUDY ON COST OF PROVIDING EDUCATIONAL SERVICES
 TO PERSONS NOT LAWFULLY PRESENT IN THE UNITED STATES. The Texas
 Education Agency shall conduct a study to determine the financial
 costs incurred by the agency and by public school districts
 statewide during the 2017-2018 school year as a result of providing
 educational services to persons who are not lawfully present in the
 United States.
 SECTION 2.  REPORT. Not later than December 1, 2018, the
 agency shall deliver a report of the agency's findings to the
 governor, lieutenant governor, and the speaker of the house of
 representatives. The agency shall publish the report on the
 agency's Internet website.
 SECTION 3.  EXPIRATION. This Act expires February 1, 2019.
 SECTION 4.  EFFECTIVE DATE. This Act takes effect
 immediately if it receives a vote of two-thirds of all the members
 elected to each house, as provided by Section 39, Article III, Texas
 Constitution.  If this Act does not receive the vote necessary for
 immediate effect, this Act takes effect September 1, 2017.
