11	5		relating to an inventory of credentials and certificates that may
12	6		be earned by a public high school student through a career and
13	7		technology education program.
14	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
15	9		SECTION 1. Subchapter F, Chapter 29, Education Code, is
16	10		amended by adding Section 29.189 to read as follows:
17	11		Sec. 29.189. INVENTORY OF CREDENTIALS AND CERTIFICATES.
18	12		(a) In this section:
19	13		(1) "Commission" means the Texas Workforce
20	14		Commission.
21	15		(2) "Coordinating board" means the Texas Higher
22	16		Education Coordinating Board.
23	17		(b) The agency, the coordinating board, and the commission
24	18		shall jointly develop and post on their respective Internet
25	19		websites an inventory of industry-recognized credentials and
26	20		certificates that may be earned by a public high school student
27	21		through a career and technology education program and that:
28	22		(1) are aligned to state and regional workforce needs;
29	23		and
30	24		(2) serve as an entry point to middle- and high-wage
31	25		jobs.
32	26		(c) The inventory must include for each credential or
33	27		certificate:
34	28		(1) the associated career cluster;
35	29		(2) the awarding entity;
36	30		(3) the level of education required and any additional
37	31		requirements for the credential or certificate;
38	32		(4) any fees for obtaining the credential or
39	33		certificate; and
40	34		(5) the average wage or salary for jobs that require or
41	35		prefer the credential or certificate.
42	36		(d) Each year, the agency, the coordinating board, and the
43	37		commission jointly shall:
44	38		(1) review and, if necessary, update the inventory;
45	39		and
46	40		(2) provide a copy of the inventory to each school
47	41		district and public institution of higher education that offers a
48	42		career and technology education program to public high school
49	43		students.
50	44		SECTION 2. Not later than September 1, 2018, the Texas
51	45		Education Agency, the Texas Higher Education Coordinating Board,
52	46		and the Texas Workforce Commission shall jointly develop and post
53	47		on their respective Internet websites the inventory required under
54	48		Section 29.189, Education Code, as added by this Act.
55	49		SECTION 3. This Act takes effect immediately if it receives
56	50		a vote of two-thirds of all the members elected to each house, as
57	51		provided by Section 39, Article III, Texas Constitution. If this
58	52		Act does not receive the vote necessary for immediate effect, this
59	53		Act takes effect September 1, 2017.
