| 11 | 11 | | relating to the method used in rating public school districts and |

| 12 | 12 | | campuses for accountability purposes. |

| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 39.054, Education Code, is amended by |
|---|
| 15 | 15 | | adding Subsection (b) to read as follows: |
|---|
| 16 | 16 | | (b) For purposes of assigning school districts and campuses |
|---|
| 17 | 17 | | an overall and a domain performance rating under Subsection (a), |
|---|
| 18 | 18 | | the commissioner shall ensure that the method used to evaluate |
|---|
| 19 | 19 | | performance is implemented in a manner that provides the |
|---|
| 20 | 20 | | mathematical possibility that all districts and campuses receive an |
|---|
| 21 | 21 | | A rating. |
|---|
| 22 | 22 | | SECTION 2. This Act applies beginning with the 2017-2018 |
|---|
| 23 | 23 | | school year. |
|---|
| 24 | 24 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2017. |
