66 AN ACT
77 relating to instruction in and an allotment for technology
88 applications courses in computer programming.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 21, Education Code, is
1111 amended by adding Section 21.0490 to read as follows:
1212 Sec. 21.0490. COMPUTER SCIENCE PROGRAM PROVIDER. (a) With
1313 approval from the commissioner, a school district or
1414 open-enrollment charter school may contract with a computer science
1515 program provider to provide instruction in a technology
1616 applications course in computer programming to students in grades
1717 two through eight.
1818 (b) An instructor employed through an approved computer
1919 science program provider providing instruction to students in a
2020 technology applications course in computer programming is not
2121 required to hold a teaching certificate.
2222 SECTION 2. Subchapter C, Chapter 42, Education Code, is
2323 amended by adding Section 42.1543 to read as follows:
2424 Sec. 42.1543. COMPUTER PROGRAMMING COURSE ALLOTMENT. (a)
2525 For each student in average daily attendance in an approved
2626 technology applications course in computer programming in grades
2727 two through eight, a district is entitled to an annual allotment of
2828 $50.
2929 (b) Funds allocated under this section must be used to
3030 provide technology applications courses in computer programming to
3131 students in grades two through eight.
3232 SECTION 3. Not later than March 1, 2018, the State Board of
3333 Education shall review and update the essential knowledge and
3434 skills of the technology applications curriculums in grades two
3535 through eight to ensure that the essential knowledge and skills
3636 incorporate relevant standards for computer programming.
3737 SECTION 4. This Act applies beginning with the 2017-2018
3838 school year.
3939 SECTION 5. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2017.
