9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter B, Chapter 21, Education Code, is |
---|
11 | 11 | | amended by adding Section 21.0490 to read as follows: |
---|
12 | 12 | | Sec. 21.0490. COMPUTER SCIENCE PROGRAM PROVIDER. (a) With |
---|
13 | 13 | | approval from the commissioner, a school district or |
---|
14 | 14 | | open-enrollment charter school may contract with a computer science |
---|
15 | 15 | | program provider to provide instruction in a technology |
---|
16 | 16 | | applications course in computer programming to students in grades |
---|
17 | 17 | | two through eight. |
---|
18 | 18 | | (b) An instructor employed through an approved computer |
---|
19 | 19 | | science program provider providing instruction to students in a |
---|
20 | 20 | | technology applications course in computer programming is not |
---|
21 | 21 | | required to hold a teaching certificate. |
---|
22 | 22 | | SECTION 2. Subchapter C, Chapter 42, Education Code, is |
---|
23 | 23 | | amended by adding Section 42.1543 to read as follows: |
---|
24 | 24 | | Sec. 42.1543. COMPUTER PROGRAMMING COURSE ALLOTMENT. (a) |
---|
25 | 25 | | For each student in average daily attendance in an approved |
---|
26 | 26 | | technology applications course in computer programming in grades |
---|
27 | 27 | | two through eight, a district is entitled to an annual allotment of |
---|
28 | 28 | | $50. |
---|
29 | 29 | | (b) Funds allocated under this section must be used to |
---|
30 | 30 | | provide technology applications courses in computer programming to |
---|
31 | 31 | | students in grades two through eight. |
---|
32 | 32 | | SECTION 3. Not later than March 1, 2018, the State Board of |
---|
33 | 33 | | Education shall review and update the essential knowledge and |
---|
34 | 34 | | skills of the technology applications curriculums in grades two |
---|
35 | 35 | | through eight to ensure that the essential knowledge and skills |
---|
36 | 36 | | incorporate relevant standards for computer programming. |
---|
37 | 37 | | SECTION 4. This Act applies beginning with the 2017-2018 |
---|
38 | 38 | | school year. |
---|
39 | 39 | | SECTION 5. This Act takes effect immediately if it receives |
---|
40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
---|
41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
---|
43 | 43 | | Act takes effect September 1, 2017. |
