| 10 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 9 | | SECTION 1. Sections 455.004(b) and (c), Transportation |
|---|
| 12 | 10 | | Code, are amended to read as follows: |
|---|
| 13 | 11 | | (b) The commission shall appoint the members of the |
|---|
| 14 | 12 | | committee. The committee must include at least [shall be appointed |
|---|
| 15 | 13 | | by the governor, the lieutenant governor, and the speaker of the |
|---|
| 16 | 14 | | house of representatives, who shall each appoint]: |
|---|
| 17 | 15 | | (1) two members [one member] who represent |
|---|
| 18 | 16 | | [represents] a diverse cross-section of public transportation |
|---|
| 19 | 17 | | providers; |
|---|
| 20 | 18 | | (2) two members [one member] who represent |
|---|
| 21 | 19 | | [represents] a diverse cross-section of transportation users; and |
|---|
| 22 | 20 | | (3) two members [one member] who represent |
|---|
| 23 | 21 | | [represents] the general public. |
|---|
| 24 | 22 | | (c) A member serves at the pleasure of the commission |
|---|
| 25 | 23 | | [officer who appointed the member]. A member is not entitled to |
|---|
| 26 | 24 | | compensation for service on the committee but is entitled to |
|---|
| 27 | 25 | | reimbursement for reasonable expenses the member incurs in |
|---|
| 28 | 26 | | performing committee duties. |

| 29 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 30 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 31 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 32 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 33 | 31 | | Act takes effect September 1, 2017. |
|---|
