The bill would amend the Code of Criminal Procedure requiring counties and municipalities with a population of 100,000 or more to participate in a program for improvement in collection of court costs, fees, and fines imposed in criminal cases. According to the Office of Court Administration the bill could lower the collection of court costs, fees, and fines. A decline in collections would result in a reduction of state revenue but the amount of fiscal impact, if any, of the bill cannot be determined.The bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
