 A BILL TO BE ENTITLED
 AN ACT
 relating to the testing of breeder deer for chronic wasting
 disease.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter L, Chapter 43, Parks and Wildlife
 Code, is amended by adding Section 43.3595 to read as follows:
 Sec. 43.3595.  TESTING BREEDER DEER FOR CHRONIC WASTING
 DISEASE. The department shall pay the costs associated with
 testing breeder deer for chronic wasting disease as that testing is
 required by a herd certification program administered by the
 federal Animal and Plant Health Inspection Service.
 SECTION 2.  The change in law made by this Act applies to a
 breeder deer tested on or after the effective date of this Act. A
 breeder deer tested before the effective date of this Act is
 governed by the law in effect at the time the deer was tested and
 that law is continued in effect for that purpose.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2017.
