55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a task force on intentional violent
88 deaths.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. In this Act:
1111 (1) "Department" means the Department of State Health
1212 Services.
1313 (2) "Task force" means the task force on intentional
1414 violent deaths.
1515 SECTION 2. (a) The department shall establish a task force
1616 on intentional violent deaths. The task force shall develop a
1717 written plan establishing measures and a timeline to reduce
1818 intentional violent deaths in this state, including suicides and
1919 homicides. The department shall:
2020 (1) analyze current available local and state data
2121 relating to intentional violent deaths and:
2222 (A) identify gaps in the data; and
2323 (B) recommend measures to improve data
2424 collection;
2525 (2) analyze, to the extent feasible, the impact mental
2626 illness has on intentional violent deaths;
2727 (3) review current laws in this state and other states
2828 pertaining to addressing and preventing intentional violent
2929 deaths; and
3030 (4) review national best practices relating to
3131 policies on reducing intentional violent deaths.
3232 (b) The task force is composed of 11 members as follows:
3333 (1) two members appointed by the governor;
3434 (2) one member appointed by the lieutenant governor;
3535 (3) one member appointed by the speaker of the house of
3636 representatives;
3737 (4) one representative of each of the following
3838 agencies appointed by the executive head of the agency:
3939 (A) the department;
4040 (B) the Department of Public Safety of the State
4141 of Texas;
4242 (C) the Texas Department of Criminal Justice; and
4343 (D) the Texas Suicide Prevention Council;
4444 (5) one representative from a law enforcement
4545 organization, appointed by the commissioner of state health
4646 services; and
4747 (6) two representatives from public health advocacy
4848 organizations, appointed by the department.
4949 (c) A task force member is not entitled to compensation or
5050 reimbursement for expenses incurred in performing the member's
5151 duties.
5252 (d) Not later than October 1, 2017, each person responsible
5353 for appointing members to the task force shall appoint the members
5454 as required by Subsection (b) of this section.
5555 (e) Not later than December 1, 2018, the task force shall
5656 submit its written plan to the governor and members of the
5757 legislature.
5858 SECTION 3. The task force is abolished and this Act expires
5959 September 1, 2019.
6060 SECTION 4. This Act takes effect September 1, 2017.
