| 7 | 7 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 8 | 8 | SECTION 1. Section 214.904, Local Government Code, is | |
| 9 | 9 | amended by adding Subsection (e) to read as follows: | |
| 10 | 10 | (e) Notwithstanding any provision of this chapter, a | |
| 11 | 11 | municipality may adopt expedited procedures for granting or denying | |
| 12 | 12 | permits. The procedures may not require: | |
| 13 | 13 | (1) a private employer to offer wages higher than | |
| 14 | 14 | required by Chapter 62, Labor Code; or | |
| 15 | 15 | (2) on-site monitoring of a private employer by a | |
| 16 | 16 | non-governmental entity. | |
| 17 | 17 | SECTION 2. Section 214.904(e), Local Government Code, as | |
| 18 | 18 | added by this Act, does not apply to the enforcement of requirements | |
| 19 | 19 | imposed under expedited procedures for a permit granted before the | |
| 20 | 20 | effective date of this Act. | |
| 21 | 21 | SECTION 3. This Act takes effect immediately if it receives | |
| 22 | 22 | a vote of two-thirds of all the members elected to each house, as | |
| 23 | 23 | provided by Section 39, Article III, Texas Constitution. If this | |
| 24 | 24 | Act does not receive the vote necessary for immediate effect, this | |
| 25 | 25 | Act takes effect September 1, 2017. |
